Xingyu Just Signed Phase II in Serbia
Xingyu Automotive Lighting Systems has operated a subsidiary in Niš since 2019. Two separate incentive contracts sit in the public record, and reading them side by side is instructive.
The 2020 contract granted €16.4 million against a commitment of roughly €60 million invested and 1,000 permanent jobs by the end of 2025. In 2024 it was amended: the employment obligation was reduced to 550 and the incentive reduced in step, to €12.3 million.
Local reporting indicates it has been amended more than once since, most recently in 2026 to extend the completion deadline. The second contract, signed with the Ministry of Economy on 10 June 2026, covers a different project and a new production facility. Its terms are noticeably more conditional.
Investment of at least €77 million. State support of €8.2 million, which is about 10.6 percent of eligible investment costs. At least a quarter of the investment must come from the company’s own funds, from sources carrying no state aid.
At least 100 new permanent full-time jobs by the end of 2030, of which only 16 are required in the first two years. Payment in five instalments from 2027 to 2031. And an obligation to host practical training for secondary school pupils and internships for university students.
In August 2026, the municipal human resources authority in Changzhou published findings on the termination of employment contracts with 107 of 440 graduate hires at Xingyu’s Chinese parent company. The authority described the consultation process as insufficient.
The company apologised, suspended its HR director, and expanded its support package for those affected. For anyone planning a plant here on a five to ten year horizon, that is the more consequential timeline. Trade defence measures can be routed around by choosing a location.
A rising domestic labour floor cannot be, because it attaches to the site itself. An investment case built on today’s Serbian labour cost and today’s enforcement intensity is being underwritten against a line that is moving, and moving in a direction that is published in advance.
